The government certifies the infringements and shall send the relevant certification reports to the appropriate regional transport services, arranging for their computer registration.   Exceptions State license plates and the driving licenses of the following categories of vehicles are not removed: (a) road vehicles that belong to their legally operating rental undertakings during the lease. b) Public use vehicles.
